Enable/Configure julia logging

Logging from julia should automatically be enabled to the same level as python logging in the eta_x modules nsga2 and julia_env. Additionally, julia logging should be integrated in the get_logger functions in the util module such that logging output from eta_utility is consistent independent of the individual modules being used.
