Add correct server and source time stamp to OPC UA server and connection

Currently, when creating a server, server time stamp is always 01:00:00.000. Same for OPC UA connection, when writing to server, source time stamp is always 01:00:00.000. Both time stamps should be set to the actual time when the value was written/received.
