Draft: Resolve "Document pipx installation for any OS"
Summary
The Contributing to development guide describes pipx installation currently only for Linux.
pipx installation on Windows is not that straightforward for command line strangers, therefore directing the user immediately to the install manual might be better than to describe it ourselves.
